Is Governor Rochas Okorocha not Becoming A Big Disappointment?

My affection for, and bond with, Imo State and its people run deep. In providing the background to my fated encounter and love for a state which I consider the pride of the Igbo nation and the country in general, permit me to make a useful digression. 
This aside will provide the context to why the people who are among the best educated, open-minded and sophisticated people I have ever met deserve the best than the present crop of leaders that have governed the state since the pioneering and visionary leadership of the Second Republic governor, the late Sam Mbakwe. Mbakwe, for me, is unarguably the father of modern Imo.
In the 1990s, after graduation, I had received my mandatory National Youth Service Corps call-up letter with apprehension. I had been posted to Imo State. I stood rooted on the spot in my university’s Students’ Affairs office in Lagos, confused, sad and dejected. Here was I, born and bred in the South-West with a call to serve my country in the South-East. My situation was not even helped that prior to that time, I had not ventured out of the South-West. So most of what I knew about the history and idiosyncrasies of the Igbos were from the history books.

Nonetheless, I headed for Owerri, the capital city in one of the longest road trips of my life. But the rest is history. My one year sojourn in Imo and the adventurous foray into the vast heartland remain the best moments of my life. My primary assignment with a local newspaper in Owerri afforded me the rare opportunity of visiting virtually all the local government areas and other states. The fond memories still endure and are deeply etched in my subconscious. Today, I still reminisce on the good old days in the Land of Hope now called the Eastern Heartland. The hospitality, tolerance, openness and worldview of the average Imo indigene distinguish them from others. Since then, Imo has become my adopted home.

Owerri bears all the imprints of a modern state capital. The inner city roads that connect the streets built by Sam Mbakwe are asphalted and clean. The interstate roads that link Owerri with major towns and neighbouring states are well-networked. The houses are planned. I remember strolling with fellow corps members on broad roads such as Amakohia, Douglas, Wetheral, Royce and Okigwe. The residential estates such as Aladinma, one of the many in the town, are also well-planned.

An average Imo is crazy about education. This explains why Owerri alone boasts a dozen higher institutions of learning. We walked freely in and out of the Government House without molestation (even under the military!). The serene areas around Alvan Ikoku, Shell Camp, Police Headquarters and Government House and the massive Catholic Cathedral were tourist attractions. Though I had arrived in the thick of military dictatorship, the enduring traces of good leadership which Mbakwe provided long after the thieving buccaneers came to wreck the state still endured. Like many other states in the federation, Imo, also bore the brunt of the long years of military brigandage. The military years are best forgotten. Those were the years when civil servants in the state were owed for months. All the good works done by the Mbakwe regime were left to rot. Concord Hotel, the Aluminium Smelter Plant Inyishi, the Paint factory in Abor-Mbaise, Avutu Poultry Farm and the Amaraku Power plant all became moribund.

I have visited the state in the last few years of democracy and recently during the incumbent, Rochas Okorocha’s leadership. In 2011, I was shocked that the two terms of former governor Achike Udenwa could not restore even Owerri to its former glory. The state of infrastructure was in a sorry state. Roads within the metropolis and those connecting the hinterland were impassable. The waterworks had dried up. I was especially scandalised by the state of inner city roads especially Okigwe Road and the agonising hours it took to navigate the Nkworji-Mbieri enroute Mbaitoli, my host’s village. The Ihedi Ohakim years did not fare any better. Apart from the much-vaunted beautification project, his tenure was largely defined by its many controversies.

Thus my joy knew no bounds when the current governor, Rochas Okorocha, was sworn in May 2011. His emergence was particularly inspiring, given his projected national image as a man that cares for the plight of the common man through the charity he founded. I tuned in to the TV to listen to Okorocha’s agenda to transform the state. His many speeches on national platforms portrayed him as a leader who will make a difference having been established in business and public altruism. Sadly, my joy has turned from disappointment to despair. I had dismissed the criticisms of the incumbent as one of the many antics of disgruntled political opponents until my recent visit. I had expected the city to be turned into a huge construction site. But nothing has changed. It appears the situation has even gone worse.

To me, Imo is a classic example of expectations gone awry. What struck me during my last visit about Owerri is the filthy environment. Mountains of refuse dot the landscape. What does it take to remove garbage in a compact city like Owerri? The roads in the capital and its environs are in a state of disrepair. Apart from the Government House, other parts of the city cut a picture of neglect. Okigwe Road leading to Orji is in a parlous state. Roads leading out of the state are either neglected or haphazardly done.

Now my joy of a new Imo has been dashed. Governance in the state has degenerated into chaos. Executive recklessness that defined the Ohakim years has found its way into Okorocha’s government. Hardly a day goes by without news of abuse or the other involving the governor and his aides. If they are not allegedly beating up an opponent, the convoy is ramming lesser mortals off the road. For me, it does not matter who is in the right or wrong. The governor has built a name over the years that should not be associated with any form of impunity or rascality whatsoever. He should be a peacemaker, bridge-builder and rallying point for leaders in the South-East.

A worrisome trend is his quixotic ideas and approach to governance. In Imo, the lines between philanthropy and governance are blurred. Why, for example, will the governor declare a two-week holiday thereby shutting government business down? Even Barack Obama had to interrupt his holiday to attend to the ‘Fiscal cliff’ imbroglio in the United States. The state needs every second of serious governance to revive moribund industries, address distressing poverty, infrastructural decay and the growing crime rate. Why, for instance, would the governor descend so low on national TV sharing rice, money and Indomie personally? Why waste state money so frivolously in the name of bonus? The governor’s so-called Imo Rescue Agenda is at best Utopian. Instead of the white elephant agenda, Okorocha should address concrete issues such as education, roads, urban renewal, potable water and health care. Job creation strategy must include efforts to revive moribund industries, attract new investors and encourage local production. The people of Imo did not vote for the governor to be more of the same. They voted for him to make a difference in their lives.

This is a crazy country. This is a road tarred by the Peter Obi government in Abatete, Anambra State just this November already overgrown with weeds.
Only in Nigeria can this level of criminality be allowed by the people.  I gathered from the villagers that the road was tarred in the night. I cannot understand why our govt is doing this to its own people.
Pictures dont lie! I actually took this picture days ago so the grass is sprouting this January while the road was tarred in Nov 2012.
Pray who accepted such roads as properly done? As a lawyer, is the AG not involved at some points in government contracts awards and for approvals for payments to be processed? Can a contractor be paid without the AG ascertaining that he has met the agreement? Did the Anambra AG has already certified that the Abatete- Eziowelle road met all agreed standard? Questions, questions!
The asphalt is not upto half an inch while the standard is bteween six inches to nine. That is why the tender grass as you can see can sprout even in dry season in less than one month of construction. I am taking to some lawyers on the possibility of a private citizen challenging such sordid action of govt. Such madness must stop ---

State governors, former President Olusegun Obasanjo and other prominent politicians yesterday put aside politics to show solidarity with the Imo State chief executive, Rochas Okorocha, at the wedding of his first daughter, Uloma, in Owerri. Okorocha is of the All Progressive Grand Alliance (APGA).
In attendance at the ceremony at the Holy Cross Catholic Church, Aladinma, were Governors Emmanuel Uduaghan (Delta), Adams Oshiomhole (Edo); Ibikunle Amosun (Ogun); Abiola Ajimobi (Oyo) and Godswill Akpabio (Akwa Ibom). First Lady, Dame Patience Jonathan and Congress for Progressive Change (CPC) leader, General Muhammadu Buhari were represented.
Former President Olusegun Obasanjo said at the wedding where Uloma was betrothed to Mr. Uche Nwosu, the commissioner for Lands, Survey and Urban Planning in the state, that that the country’s unity is non-negotiable and urged the generality of Nigerians to continue to work for its unity and progress.
Among the dignitaries at the traditional wedding were former head of state, General Abdulsalami Abubakar, Governor Babangida Aliyu of Niger state, Governor Rotimi Amaechi of Rivers, Governor Aliyu Wammako of Sokoto and Senator Chris Ngige.
Uloma, as the first daughter of Rochas, runs Okorocha’s charity foundation. Uche, 37 years old, also used to work for Okorocha when he was the President of the Foundation.
The first-son-in-law of Imo state hails from Umuokwe, Eziama-Obaire in Nkwerre Local Government Area of Imo State.


He was born on the 8 August, 1975. He had his early education at the Shehu Sanda Kerimi Primary School Maiduguri between 1982 and 1988 and finished his secondary education the Government Secondary School, Eziama-Obaire, Nkwerre, Imo State in 1994.
Uche then studied Urban and Regional Planning at the Imo State University and graduated in 2000.
At the white wedding today, former President Olusegun Obasanjo prayed God to bless the couple, and urged them to love each other.
In his sermon, the officiating priest, Rev. Fr. Julius Emegwa urged the groom to love his wife “as Christ loves the church” and the bride to be submissive to her husband.

Emegwa also enjoined them to tolerate and love each other, and noted that without love, marriage would not stand.
Obasanjo advised Governor Okorocha not to be deterred by criticism of his performance.
Obasanjo, who said that Okorocha was bound to receive criticisms, urged him to remain focused on the programmes and policies of his administration aimed at developing the state.
He reminded the governor that the more good he did, the more criticisms he would attract, citing Jesus Christ as an example.
The former president noted that Jesus was an epitome of goodness, yet he was crucified by his enemies.
The National Security Adviser, retired Col. Sambo Dasuki, represented President Good luck Jonathan at the occasion. Sen. Osita Izunaso, the Catholic Archbishop of Owerri Diocese, Dr Anthony Obinna as well as Governors Peter Obi of Anambra, Dr Emmanuel Uduaghan of Delta, former governor of Imo, Achike Udenwa and that of old Anambra, Dr Chukwuemeka Ezeife attended the wedding.
Also present were representatives of governors of Rivers, Ogun, Sokoto State, Kebbi, Kogi, Katsina State, Bauchi, Lagos State, Bayelsa and Nasarawa.
The father of the bride, Okorocha stressed the need for unity in the country, adding that the support he had received from people from all parts the country showed that Nigerians were becoming more united.
“I received supports and gifts from almost all the governors, including those that were represented.
“In fact, Nigeria is marching forward and very soon we will become the greatest nation in mankind if we continue like this,” he said.

High tension in Enugu after Gov Chime undergoes major surgery in UK Hospital


The report that the health of Governor Sullivan Chime of Enugu State  may have taken a turn for the worse following complications from a major surgery carried out on him in a London hospital is causing anxiety in the state.
Though the date and time of the said surgery was not made known when filing this report, informed sources said the governor may be suffering from a cancer-related ailment which prompted the surgery.
Apparently disturbed by the latest development, most family members of the governor,  including his children led by Nnamdi; his brother, Jide and sister,  May Orji,  were said to have embarked on a trip to London earlier last week to ascertain the actual situation with their brother governor.
Also, the situation is not different within government circles as checks revealed that most of the government officials in the state are now  living in anxiety, as they continue to wonder what would likely be their fate if anything “untoward” happens in the coming weeks.
Their worry stems from the fact that about 90 percent of them are equally kept in the dark on the real condition of  the governor.
The situation, sources within government circles say,  is gradually getting out of hand, as members of the State Executive Council, mostly the commissioners are said to be disturbed and already planning on taking steps aimed at unraveling the mystery behind the whereabouts of the governor.

Initial reports had it that he was immediately flown to New Delhi in India where he was to be given a more serious medical attention, but government sources dismissed the report, insisting that the governor “who though had initially  relapsed into coma” was still responding to treatment in the London hospital.
“I can tell you that the executive council is no longer finding the whole drama funny.
How can we be completely kept in the dark? Residents of the state are worried and the worst part of it is that they are relying on us to give them the true story but unfortunately, we don’t have any information,” the source who is also a member of the council told THISDAY.
Asked if they were planning to possibly write the State Assembly, declaring the governor incapacitated as required by the constitution, the source declined to  make further comments, but rather maintained that they were worried with the situation.
“We are just worried with the situation and I can assure you that most members are having the same feeling.
Our boss indeed informed us during the last executive council meeting we had with him that he was going to be away for a long time and that the Deputy Governor would act in his absence.
“But after six weeks which was actually contained in the letter which was sent to the House of Assembly, we became worried and we have tried to ask questions from some quarters close to him and what we keep getting everyday is that he will soon be back, yet the media have been writing a whole lot concerning him.
“My brother, all we know now is that the governor is on vacation; that’s the official position of government but I can tell you unofficially that there is fire on the mountain, but what I can’t tell you is the colour of this fire,” he noted.
Governor Chime had been away from the state since September 19, 2012 when he left the state after transmitting a letter to the House of Assembly informing them of his intention to begin his annual leave and accordingly informing them that his deputy would function as acting governor in his absence.
However, when speculation about the governor’s whereabouts increased, Commissioner for Information, Chuks Ugwoke, had announced that the governor was enjoying his accumulated leave.

"Why I Cannot Contest For Every Election" - Dora Akunyili

Prof. Dora Akunyili, a former Minister of Information, has denied speculations that she has plans to take a shot at the number seat of Anambra State come November 2013.

She said this while fielding questions from newsmen in the state capital, Awka, on Thursday.



The former Director-General of the National Agency for Food, Drugs, Administration and Control (NAFDAC), described the claim as a distraction, saying she does not have the intention to contest the governorship election.

“Must I run for every election,” she asked. “It is an unnecessary distraction.”

When asked on her next political step, she said “I may eventually re-contest the senatorial position when the time is ripe.”

“When the time comes I will run for what I consider is best for me and will safeguard my vote,” Akunyili added.

She further pleaded with rumour mongers to desist from peddling such.

You believe that the matters and supporting documents made available to the public are strictly the palaver of the President and his Executive;
You Are
Sadly mistaken and we sincerely advise you to contact your lawyer to discuss your personal liability exposure.
 
We believe that it is time to put an end to the days when Board Members or Delegate Members have no idea that they are fiduciaries of our 501c3 corporations and that their  primary job is not to circle the President’s wagon but to act like fiduciaries who understand that  the acts, errors and omissions  of the President can expose them personally to legal liabilities. 
 
We believe that :
 
1.     The Okafor/Ikeanyi lawsuit failed to name all the necessary defendants and we believe that complete justice cannot be done until all the defendants at law are named;
2.     Necessary defendants to be included in that lawsuit or in a separate lawsuit should include A. Other Executive Members not yet named; B. All the Board Members; C. All the Members of House of Delegates; D. All the Affiliate Presidents and E. Key Committee Heads who were alleged to have fraudulently expensed monies;
3.     If the Plaintiffs fail to include all the Defendants, a separate lawsuit may be filed and jurisdiction will be had in any state where ASA-USA has an affiliate, including the States of Maryland and District of Columbia. 
 
If you are a Board Member, House of Delegate Member, Committee Chairperson or Affiliate President your duties are to provide oversight and direction to the organization so that it can fulfill its mission and you owe those fiduciary duties to ASA-USA, its grantees, and donors and you can be sued by the organization, members, grantees, or donors. Ask your lawyer.
 
You may be liable for countless allegations as a Board Member, House of Delegate Member, Program Coordinator, including allegations of:
1.     Wrongful acts including commingling of funds, improper distributions, overstatement  of expenses; misuse of restricted funds such as the Secretariat Funds;
2.     Breach of fiduciary duties;
3.     Breach of duty of loyalty;
4.     Bread of duty of diligence;
5.     Financial mismanagement;
6.     Errors in judgment;
7.     Negligence.
 
If found civilly guilty, you could be personally liable even if you never handled any money.  If found criminally liable, for instance for forging receipts; obtaining property by false pretenses; embezzlement; perjury (forging documents and lying to Court); obstruction of justice (such as trying to hide evidence); or conspiracy to commit any of these acts, you could go to jail.
 
If you are a Member of the Executive, Board Member, House of Delegate Member, Affiliate President or Committee Chairperson or Program Coordinator, please ask your lawyer if:
 
1.     Mismanagement and misuse of Secretariat fund can exposure you to criminal or civil liability even though you are not a member of the Executive. 2.     You may also want to Google California Attorney General vs the Monterey County AIDS Project (MCAP) alleging breach of fiduciary duty by the organization and its board for not properly managing and accounting for organization’s assets, diversion and improper distribution of assets, breach of fiduciary duty for failure to use assets for restricted purpose (e.g. Secretariate funds), for comingling assets (e.g. not lodging Ubah’s donation in organization’s account); breach of fiduciary duty for failure to take actions to recover improper diverted funds (e.g. overpayments to Kendo, Topview Hotel, T-shirts, Excess shipping Charges, R and D expenses, excessive travel expenses), failure to keep proper expense records, failure to identify improper spending, failure to account for all assets and failure to inquire about the questionable conduct of a few directors and officers. A copy of the Complaint is attached for your convenience.
 
We respectfully advise you that:
1.     It is in your best interest to go back and review all the allegations of financial improprieties that we have painstakingly made public over the past couple of weeks using the documents and Reports provided by the Administration;
2.     It is in your best interest to contact your lawyer and get an opinion on your liability exposure; or better still
3.      You may wish to retain a lawyer because chances are very strong that you might need one.
 
If you are a Past President or Past Executive
Please take due notice that in the event of a criminal investigation, the Attorney General's Office will cast their net as far back as possible. Biko, retain all documents. This is a brotherly advise.
 
By virtue of this Notice, there is a thirty day Notice in Effect during which:
1.     We want to see the Okafor/Ikeanyi lawsuit amended accordingly to include all the necessary defendants;
2.     We want to see meaningful action by the House of Delegates, the Board of Directors, the Board of Affiliate Presidents and the Program Coordinators aimed at demonstrating a clear commitment to their duties as fiduciaries and to institute appropriate financial oversight and control mechanisms that should take effect immediately.
 
We strongly caution that it would be a mistake to doubt the seriousness of this Notice.  Happy New Year. Expect our Press Release on January 31, 2013.
